It's meant to do that in some scenes. Giving it a comedy speed effect.
shareIt probably has something to do with the film stock or film speed they used. Most likely for effect, like the previous poster said, or something to do with the budget.

there was no intent for it it was just the type of camera they used.
shareLooks like they used a high shutter speed. The same effect can be seen in Saving Private Ryan.
