Remember when Daniel almost got electrocuted and ran over by the trams What do you think would happen if he died in Judgement City?
He would have popped up in another place in Judgment city.

My initial guess was that he might have been disfigured on rebirth, especially when the tram guy was saying he'd get hurt.
I think really, it was just a final test. Some people would have gotten shocked and realized forget this, it is too dangerous, while others would have not given up.
