cops racist against their own race- a common thing then and now?

I apologize for sounding naive, but I was always confused in regards to the "racist" black cop. Confused because of the fact he seemed to hate his own race. Was or is this a common thing in the police department - racist against own race?

Ice Cube best summed it up in his verse on "F--- The Police" by NWA.

And on the other hand, without a gun they can't get none, but don't let it be a black and a white one cuz they'll slam ya down to the street top, black police showin out for the white cop!

Where are you guys getting that he was racist?

He hemmed up Tre based on nothing but his skin color. He just "assumed" based on Tre's color and where he lived that he had to be some gangbanger.

Just against thugs who break the law and make good blacks look bad.
Kinda like in the scene in SCARFACE when mama Montana is chewing out Tony in her house.

The cop wasn't "frustrated". Frustration doesn't spark the kind of rage, resentment and boiled over animosity that this cop displayed. Look at his face and listen to the sound of his voice every time he kept spouting the word *beep* He was like a rabid doberman. It was beyond clear that the cop was racist against other black men and taking his rage and brutality out on Gooding's character because of it. Anyone who saw the movie and couldn't see that the festering hate in the cop was not only clearly racially motivated, but also a painful display of self-hate missed the whole point of that powerful scene, has no discernible critiquing skills, and is dangerously naive.

I took it as meaning to focus on how corrupt and unfair the LAPD was/probably still is at the time. It was so prevalent that it didn't discriminate between the officer based on their race only the race of those they targeted. When Ice-Cube and his friends wrote and created it they were under a lot of heat from the police because their music lyrics targeting violence against cops.
