His father had a gambling debt and he was offered $10,000 for the ticket. That is a likely thing that could have happened. It doesn't mean that just because in the movie the money was owed to the mob that it was actually happened down to the last detail. It's called suspending disbelief.
Also, it's the mob. If you think that they're afraid of the cops, you're kidding yourself.
