Angelica

I know Angelica was usually the antagonist of the series but if you really look at it deep down she actually had a good heart. She was just young with a lot to learn about respect for others. She was especially close to her father, Drew, to the point that in Runaway Angelica and The Baby Vanishes, her feelings are really hurt when she thinks that Drew doesn't notice her or is happy that she is gone. Well, a big part of the problem is clearly that her parents spoil her. That's a recurring theme.

She's proven many times that she does actually care.

When that bully picked on the babies at the park, she stood up to them and straight up said, "these are my dumb babies and I'm the only one who can mess with them".

Same goes for the Rugrats in Paris when she stood up to Coco.

When she was almost moving, she admitted that they're her best friends and that she likes them.

in "Angelica runs away", she literally thought her dad forgot about her when she snuck over to Tommys house and cried and pleaded for her dad to forgive her and take her home.

No one is arguing that she doesn't care. But she was a spoiled brat who felt she was entitled to everything, which makes an unlikable character. I do sympathize with her on the fact that her mother was always working and barely around, so she really depended on her dad to give her the full attention she craved. And her dad went about it the wrong way. But I think in the end, she craved the attention from her mother, and she never got it, which could have had a hand in her spoiled behavior. I love how every family in this show covered different types of families and not just the traditional type.

As someone who grew up as an only child and [spoiled], I actually find her character to be quite relatable. I wasn't nearly as mean and bossy as she was, but I definitely had some mischievous, bratty moments when I was around her age.

Very well said, I do also think that Angelica also got that bossy nature from her mother. The way Charlotte is always telling Johnathan what to do.

"Arnold, my love, why must I worship you...and NEVER EVER tell?" 
