Why use Stevey?

during the shake-down on Rafferty's bar, why the hell would Frankie take along Stevey as one of his team? He's not a gangster, or even an intimidating "knock-around" guy", so why bother having him come along?

the running theme about Frankie and his Irish gang is that they are borderline incompetent. Italian Mafioso Victor Borelli even makes this comment about Frankie's organization as lacking not only discipline and respect, but class (remember when Frankie clumsily ate that little crumpet at Borelli's table creatingg a slight mess?).
