I need help on a confusing scene

What does Tommy mean when he says “I’m gonna put you through the street”? Does he intend to get a construction crew out there, drill a big hole in the street and throw Rocky in it? If that’s what he intends to do then why doesn’t he follow through on that plan? It’s such a weird line.

I like that line. Some say they'll knock you into the next world, or off the planet, it's a street fight so Tommy thinks he'll put him through the street, like knock him through the concrete pavement underground or whatever.
