Paulie didn't sign anything. They explained "The piece of paper Paulie had you (Rocky) sign, was not a request for an extension on your taxes, it was a blanket power of attorney." What happened was, the crooked accountant told Paulie "Have Rocky sign this, since you'll be in Russia. It's a request for an extension on his taxes, so he won't run foul of the IRS.", or something to that affect. Paulie, since he doesn't know a thing about money and finances, just takes his word for it, and gives it to Rocky to sign. That was right after Apollo was killed, and Rocky's head was in 100 different directions. He would have signed a permission slip to use Rocky Jr as a piñata, at that point, he was so screwed up. So, he takes Paulie's word, doesn't look over what he's signing, just signs it, because he's a got a fight to train for, and doesn't want to run foul of the IRS. Neither of them had the sense to ask Adrian to look at it, or she would have caught it in a hot second. So, that accountant played on Paulie's gullibility, and Rocky's preoccupation with the fight, to pull some shady *beep* Yes, it's all a stretch, but it's feasible. And they specifically mention Rocky can't do commercials, because of his past arrest from working for Gazzo, so that explains away why he didn't do commercials.
