Intimidation tactics

I remember reading online how the Spetsnaz dealt with the Soviet Embassy incident in Beirut back in 1985. They grabbed four of the terrorists and sent the severed head back of one to the leader of the group resulting in the release of all of the hostages the following day.

I read that story in a Tom Clancy book and it seems apocryphal. If they had the intelligence and ability to grab 4 of the terrorists, why didn't they have the intelligence and ability to rescue the hostages?

Don't believe everything you read. And if you think the Russians have the right idea (brute force), then take a look at Chechnya...Or Afghanistan...or their own country....doesn't work to say the least.
