Need a question answered (Give me spoilers I don't care).

This is one of the few early Seagal films that I have not seen all the way through. It seems like I always only catch bits and pieces of it, but I have a question. The main villian gets his head cut off, but then appears again later in the film. Is this explained to the audience at all? Does he have magic voodoo powers or a twin brother?

He has a twin brother. Following the demise of Screwface 1, the rest of his gang are confronted in their HQ and presented with what looks like indisputable evidence that Screwface is in fact dead. When, shortly after that, Screwface 2 makes his appearance, and he actually says to Hatcher 'You killed my brother'
