Did anyone think it got too silly in the third act?

Basically when Avilla and Wallace go to Arrocas's house to question him they run into Peck by coincidence. I mean what if Peck already left, or decided not to even go to Arrocas's house on the same day, that Avilla found out about Arrocas's involvement?

It just seems to me that it's an usual large coincidence. A lot plots open with coincidences which is acceptable, but it's very unusual to climax on one.

And when Avilla figures out that Peck may go after his wife next, what does Avilla do? Does he call other police about it, and have units sent over? No, he decides to drive all the way there, by himself, not bothering to stop by a phone in the hospital, or get on his radio while driving there even.

All by himself. Why? What if he didn't get there in time? What if he did, but could still use some help? Why?

And when Avilla gets there, Peck is literally sitting right next to the wife, with a gun and Avilla tells him to freeze??? This is Avilla's own wife, who could be shot at any fraction of a second, and he doesn't shoot Peck, who is a psycho killer? Really?

He wants to take him alive, thereby risking his wife's life even further, since she could be shot? Why?

The movie was really good about up until the third act. I dunno, maybe I am interpreting it wrong? What do you think?

No you're right. It didn't make much sense. The movie would have been fine without the Arroca business. We already knew Peck was a very bad guy.
