So what footage was cut? is it now restored?

There's about 25 minutes of deleted material on the second disc, a whole handful of scenes- either existing scenes lengthened or new scenes never-before seen. Unfortunately, the picture quality for this extra material is fairly lousy, but I'll take this over never seeing it at all.

Ther is more gore in the movie, as the U.S. release was branded "X", and they had to tone it down. Most noticeably in Chief's final scene. It's been added back for the DVD/Blu-Ray.

In the German DVD released before [uncut Red Edition], there is a special feature showing a scissors symbol in the exact points that were cut, which are all included in the movie too.
