Check out the movie Dust Devil, also directed by Richard Stanley. The Dust Devil character and the nomad could easily be the same

Stanley has refered in one of the commentaries on Dust Devil that the end scene with the miliary tanks coming over the horizon is the beginning of a world war, possibly Hardware's war.

His name is Carl McCoy, go to google and type in "photos of Carl McCoy"... I did, and WOW!! He is gorgeous!!
