if this were made today, something tells me all the ghost effects would be too much, draw attention to themselves. the simplicity of the effects in this movie, make it work much better, it focuses on the story then the "ghost" visuals. its so simple, even the demon spirits coming, while perhaps a bit cheesy today, is great because its like the shadows become the spirits then become shadows on the ground again. simple...but brilliant. Hollywood should do this more oftn, today its like they think because they can do anything with CGI they should. no....less is more, focus on the story, NOT the SFX.
I've actually gained an appreciation for stop-motion and 2D animation versus CGI, particularly when it comes to horror. The strange way the shapes of the "shadow demons" move really gives them an otherworldly feeling. I think we've gotten so used to CGI in film that even CGI ghosts subconsciously feel like a part of our normal world. But when I see primitive effects like those in Ghost or, The Haunted (1991), for example, the fact that something just looks...off, makes it all the more disturbing.
this looked like a really intriguing and captivating story, it comes off as quite similar to that 1980s black and white german movie with peter falk in the cast, i would sincerely advice you to check that out if you want a similar experience, i think the english title has the word "wings" in it, funny how much the end credits looks like that of the australian comedy "crocodile dundee", coincidently i think this features one actor from the sequel to that, it was great to see the scene where the lead used whoopie goldberg's body after i'm so used to see it referenced in the 2000 movie "bedazzled", but overall, wow, this has been spoofed a lot, just in that same scene i recognised a bit used in the naked gun franchise, and going on, joe swanson in "family guy" being dragged off by ghost after peter griffin has throughout the rest of the episode referenced road house, i wonder why exactly this movie has been spoofed so incredibly much, growing up i never heard of it or anyone reference it, i guess one reason could be the movie was already considered old when i was in school but if it's such a classic, i know other popular 1980s movies were being watched and talked about, still i never heard about this. i think the special effects in this looks a bit off for its time, other movies from the same decade often i don't even notice anything poor about it. considering the "move it with your mind" you might want to check out the 1950s twilight zone tv episode "the prime mover" (also available as a modern 21st century radio drama), but as an overall plot it reminds of the episodes "a passage for trumpet" and "the passersby".

Wings Of Desire is the title you're trying to recall, and I agree that it's a wonderful film. Avoid the ghastly American remake City of Angels at all costs!
