Interlaced FX

Has anyone noticed, when watching the show on a computer at least, that one can clearly see "combing" in the FX shots? Was this an early case of post-producing said shots on digital video and then exporting them badly? Same for the opening credits of each episode.

Yes all post-production finishing was done on standard definition NTSC interlaced video at 640x480 resolution for broadcast. Unfortunately that's the way television was back then. If you have a display or DVD player that will de-interlace you should select that option which will remove most of the combing, however, you will still see a fair amount of aliasing and jagged edges after removal of interlaced fields. I doubt this will ever be remastered in high definition because the enormous costs to re-post these older shows and that's assuming the original film and unmixed audio elements still exist somewhere in Warner's vaults. Only the completed shows that were mastered to video and later transferred to digital may be the only things that still exist that were archived.
