That's because Barry never came back. He was killed during the Crisis. It will soon be revealed that Greg Kinnear killed Wally and Bart put on the suit himself. [Hardcore fans: Please don't kill me. ;-) ] That pictures actually reminds me of some drawings of Captain Marvel. Might be the smugness.
