Where at one point a politician coughs up a frog. And then later on stage, has a coughing fit, and a man (played by the same actor) rips his way out of his body and starts shouting "burn the witch" or something like that?

Nope, 'fraid not. Wish I could help you, but the description you offer doesn't ring a bell. It's not Warlock, though.

Sounds similar to The Witches of Eastwick but I don't recall anyone ripping out of a chest.

That was a movie called witch hunt. A poor sequel to Cast A Deadly Spell.
