Was the electricity 'science' in Tango + Cash true?

Could you really leap onto exposed power cables and grab them as long as you're not touching the ground (and not be fried/shocked to death)?

Yes. Electricity will take the shortest route (or technically path of least resistance) to the ground. So if your not touching the ground it wont travel through you.
