Was the Mother's voice dubbed?

The voice doesn't seem to fit the person, and words are said when she's not opening her mouth( running down the stairs) Seeing that's she's an american actress playing with a British(ish) voice I was wondering if it was dubbed after being filmed.

Yes, the mother's voice was dubbed - by the actress who played her, strangely enough! Glenne Headley, who plays Kate, is Canadian and filmed the whole movie using her natural accent. Two days before filming, it was decided her character should be British and she had to quickly loop all her dialogue with a British accent.

that really was a terrible decision. As a result her dialogue sounds stilted and wooden and really detracts from all the scenes between her and Anna. Why couldn't they have just left her with a Canadian mother, it would hardly have made any difference to the plot.

I agree that it was a very bad decision and distracted tremendously from the mother's scenes. I initially was under the impression that this was not made with an English-speaking cast and the dialogue was dubbed. The mother's national origin had nothing to do with the plot, but the dubbing of her voice distracted from it.

I agree as well, I found it very distracting and stilted.

wow, I have not seen this movie since I was probably around 13 and I remember specifically thinking the same thing. That something was terribly off about the mother's voice.
