I think it was to do with Japanese, asian culture.
Over there when you see someone your meant to be polite and introduce yourself, not run up and start yapping away and telling people all about you when they don't know you, it's insulting and rude. I mean if a random person came up to you talking you be abit confused and if they ran off to some other people and started telling them things about you without your concent you wouldn't be too happy.
"not being polite" is not the true reason of her attitude. besides this story is not set in Japan...
she has an inferior complex for being less urban and fashionable than his friends. he shows curiosity towards Kiki from the beginning, but she thinks that he might be interested in her only because she's unusual. even if he surely is interested in her as girlfriend, Kiki is then afraid of being compared with the urban girls, who indeed seem like they're making fun of Kiki.
And, to her point of view, in the first scene he's saying "you sure are lucky I saved your dumb butt" and doesn't get the sense that she's embarrassed and wants him to shut up about it already.
Then, once she starts to like him, she finds out that of the two other people near her own age she's had contact with, he's friends with the one who'd badmouthed someone Kiki liked.
Well, imagine being on your own for the first time, having to make your own way in money, in a totally new world (not to mention she went from village to city!). She has good survival skills for a young girl - for anyone actually! I have a teacher who very much reminded me of Kiki. Independent, brilliant, though often felt like an elephant in a China shop, but ready to follow her heart too. She was always in survival mode with others around her. She's an alien, in fact, and i often wondered why she had her gaurd up. Though she didn't relate herself to it outloud, after I saw Kiki with her (she taught a semester on Anime/Manga), I understood her much better.
Also Kiki's sincere. When she saw Tomtom with those girls, who WERE acting like bitches (as the poster above said, badmouthing their grandma) she got reasonably angry.
Well she thinks he's a nitwit.
Well I wouldn't call her a "bitch", she just has a little bit of a hard time being social with her peers. Her being so different from them adds to the challenge.

Okay, maybe I should have specified that she has difficulty socializing with her kids close to her age. And by the way, I didn't mean it as an insult. I just think it's a challenge that she works on and conquers by the end of the movie. I mean, look at the way she reacts when Tomtom's friends drive up in their car. She isn't exactly the same loveable Kiki we have come to know. She doesn't connect with the snobby witch at the beginning, or the spoiled birthday girl later on. She connects mainly with older people. The only one close to her age who she gets along with is the boy who works in the shop with her, and he seems to be a mute. Granted, most of the kids seem pretty immature.

Well, Tomtom spoke to the girl who met at first time
so Kiki felt he was very rude.
if some guy came up to me wittering on and pointing me out to his friends, i would be annoyed too. for one thing, it stems from embarrassment of being singled out

omg, yes! My exact thoughts during the film! She never thanked him, ignored his polite invitation, stood him up on a date, never apologised or explained her disappearance, then was very rude to him, when she recognised his girl friend from the delivery she made, and then just ghosted him without any explanation! What a bitch!
So she was nice to him only once - when he forced her to come to him with a delivery. And that raises another set of questions: why he kept coming back to her? She was ALWAYS rude to him! No means no, man. It is just really unhealthy dynamic! He never took NO for an answer and kept stalking her. And she was always so rude to him for no apparent reason. Man, japanese relationships are SO TOXIC, it should go with a disclaimer, some children could think it's ok to be such a bitch to someone you like, or it's ok to stalk people who are clearly not into you and showing you no signs of interest.
