Several fantasy fans have come up with various theories and ideas. One would be that they lay one or two eggs in the water like fish, and keep the egg in a safe place while the merbaby develops. When it hatches, the little one looks like a human baby with a tail. Another theory would be that the mother carried the merbaby inside her like a human would. The mer-people probably do have fish genitalia, but it is mostly hidden except when reproducing, and they certainly would not show that in a children's cartoon.
