Not really, he was given life, and eventually desired to become an actual human being.
And either way, that doesn't change that Ariel's desire is as much part of the transsexuality agenda as Kirk Lazarus undergoing that pigmentation surgery so he could adopt the role of Staff Sergeant Lincoln Osiris in Tropic Thunder was part of the same (ie, not at all part of it, not even CLOSE to being part of that agenda). In order for Ariel to truly push the transsexual agenda, she would specifically want to not just become human, but become a human male and even dress in guy clothing despite being female. And that's not going to pull off in ANY movie, let alone a Disney film (heck, the first Matrix movie originally planned for Switch to be a girl in the matrix and a guy in real life, but it ultimately got cut largely because people would not have been receptive to that idea, even though it was rated R).
