Question about scene with Sanchez and the President


In the scene where the President of Isthmus visit's Sanchez's office to talk about his paycheck being light, Sanchez tells the President that he was very quiet when Sanchez was arrested - does this line mean that he was quiet in a good way (as in keeping quiet regarding Sanchez's illegal enterprises) or a bad way (blowing off Sanchez and not coming in to help him after his arrest)? This bit always confused me

Sanchez was frustrated because he felt he was blown off and not coming in to help him after his arrest. If you disagree, then my next answer is its a plot hole

Bad way. He was saying when Sanchez was arrested the president could have made some political waves by saying how much good Sanchez did for Isthmus and how the charges were fraudulent.

Sanchez was only giving him half his bribe amount because the President didn’t do anything to help him when he got arrested.
