Was Bond baiting M to kick him out of the British secret service?
Remember in the Living Daylights, where Timothy Dalton said to Saunders that if Admiral Hargreaves (Robert Brown's M) fired him, that he would be thankful for it. Clearly, he is a James Bond who hates his job but keeps doing it because nobody else can do it, and that's what he's best at.
But in Licence to Kill, Bond's disrespect (if you want to call it that) and insubordination of M is front and center in the plot. Especially after M refuses to accept Bond's resignation, saying that they're not in a country club.
