The Film Was Financially Successful--- Outside of the United States
It was the 12th highest grossing film of 1989, worldwide, which is pretty impressive
However, it barely made the Top 40 in the United States that year, which was a major strike against it
EVERY Bond film since 1962 has been in the Top 10 to 15 each year it was released, in terms of U.S. box office receipts, except for two--- The Man With the Golden Gun was #21 in 1974, and Licence to Kill was like # 36 in 1989
