Does anyone know who the girl was that got attack in the Racial incident in which her blouse was torn by other girls from the school in the bathroom. She ran out of the bathroom screaming, which usually gets them a credit in the film, but the credits don't name her specific.

No it's clearly a different girl. The girl in the beginning looks older is a bit darker and has short curly hair. The girl you mentioned is lighter and has really long hair.
The girl in the beginning was probably a model, She was very pretty and usually a model would be willing to do a nude scene.
