Despite what people have said, Chief Gaines, much like Walter Peck in...

Mind you yes, Mayor Bottman was possibly the one who led the ousting of Clark, and when he Frank Napier mentioned Clark indirectly as a suggestion to clean up the school, it seems Bottman knew Clark already as he freaked out at the idea. So yes Bottman was a villain of course -- and he led the fight against Clark in the beginning in 1967, being that he's base on someone who was mayor though his first ended a year shy of the movie, in 1966, Graves.

So yeah Bottman and Barnett are villains for sure. They both deliberately plot against Clark and Bottman knows what Barnett wants, "Head on a platter" -- meaning Bottman is against Clark and Barnett is.

But I don't think it's fair to put Gaines in the same category. He could have been a racist *beep* but not as much as Peck from "Ghostbusters" who was a bigger one. He was a racist. A villain he wasn't. He was just afraid of being arrested.
