According to the article, this could be considered either a factual error, or a continuity error. Most likely it was due to the writers forgetting that this movie takes place a year after the first one, and not in the year it was filmed (4 years later).
So yes, this would be a plot hole. But it's a very minor one and shouldn't distract from the many other absurdities that plague this dreadful movie.
