Silver and Miyagi were in on it all along. This whole movie was just a bet between two rich guys and Kreese and Larusso were just pawns in the whole thing. Miyagi is the one who owns half the dojos and he just insinuates himself into the lives of Cobra Kai's enemies to make it more competitive. He never liked Kreese and enjoys making his life stressful.
