1. The posters sell the movie. Can't have a knock off if you want people to go see it. Especially after the Halloween III debacle where Michael wasn't on the poster, but they still thought he was in it.
2. They had trouble securing the rights to the Don Post version of the mask after II. Legal reasons. Plus, considering it was a knock off Star Trek William Shatner mask, there's 2 more reasons it had to be different.
3. That mask was burned and destroyed, not to mention a decade old, so they had to make a new one. Different people made the mask, different people wore the masks. So by that alone, there are going to be differences.
4. Story reasons. As was said before, the II mask was burned and gone. Haddonfield's not going to have the exact mask of a murderer just lying around. But by the same token, it can't be too different or fans would revolt. So close, but no cigar. The 4 mask was subjected to a year in the elements. Wear and tear, as is seen in the remake.
So that's why the mask was different in all the films.
