So what was wrong with Smiley??

What kind of condition did he have? His character annoyed me.

All I can find is he was mentally impaired. The character was not in the original script. The actor, Roger Guenveur Smith created him and Spike Lee put him in the film.

Smiley appears to have some form of cerebral palsy.

It sounds awful but I always laughed so hard when he walked into the water being sprayed from the hydrant and you can still hear him talking and gurgling the water at the same time 😂
