The last poster would be correct.My dad is legally blind and has had for many years a watch he received from the VA.It has what appears to be the requisite amount of buttons on the side for setting the time,speaks the time to the minute,if you were so inclined to hear it EVERY MINUTE,or could set it to tell the time when you hit a button.It also spoke in Spanish and French and had no display,just a simple grille to let the voice come through.
Now I haven't seen this movie since New Kids on the Block were (horribly) a big thing,so I can't really say what his watch looked like,but at least it is possible.

You can also get watches that have raised digits and a button that flips up the glass so that a blind person can feel where the hands are to tell the time. They've been around since at least the 1960s.

If not, maybe he wore it as a bit of a diversion? Most people would instantly think that someone wearing a watch was not blind... And that could work to his advantage.
Possibly also for the same reason blind people comb their hair and wear smart-looking clothes - Because that's what everyone else does?
But yeah, I reckon it likely speaks the time.
