When Masahiro brings up the question about what happened to the plates, he seemes to suspect that Nick has them. After that, he gives Nick a gift, and then Nick walks away, then all of the sudden turns around and hands Masahiro a wrapped gift containing the plates, like it was an after thought. Do you think Nick was going to try and smuggle the plates back into America and make some money from them, or did he always intend to give them to Masahiro? I think he was going to smuggle the plates, because they were hidden under the shirt. And if that is true, it means he really didn't learn anything about being an honest cop. What do you think?

Of course he always intended to give the plates to Mas. Why else would he have put them in the gift-wrapped box with the shirt for Mas?

Hiding them under the shirt was to surprise Mas, not to help "smuggle" them. Even if customs officials didn't open the gift-wrapped box, X-raying the box would reveal the plates' presence whether they had a shirt on top of them or not.
