shareaye. Cops have no authority outside their STATE, let alone their country. Federal Officers _might_ be allowed to observe the actions of the Japanese police, in concert with Interpol, as they take action on criminals who originally are from the USA or have commited some noticable crime there. But why should tedious facts and laws slow down a good action movie?

A local cop can be deputized by the U.S. Marshal's for the purposes of foriegn trips to conduct investigations. Arrangements are done by the federal agency for this and alerts to the host country to ensure a smooth trip are done.
That said, what should have happened was the Japanese police come here to pick up Sato, not the other way around. Of course, that wouldn't make for a very interesting movie.

Big city police forces do that more often then you think. My father was a NYPD Homicide Detective and he had been sent not only to other cities in this country but cities outside of the country. Usually the cities, not the countries agree to cooperate with each other if the criminal has been doing their dirty deeds in both cities. Or sometimes they need certain expertise. Like how they sent cops from NYC to work on the Atlanta Child killings.

It is quite possible the NYPD would have sent cops to escort Sato, what isn't plausible is that neither of the 2 cops they sent spoke Japanese. The NYPD like any large police force would have an Asian Crime/Gang Unit/Task force with at least 2 officers who spoke Japanese.
he had to be part of the case they were working on. The person was relative to the case they were on. Heck I remember Asian people who worked with him, so there are Asians in every department, but if has nothing to do with their case, they do not get to pick up the person. I had mentioned earlier my father was on the job and was sent to Tampa to pick up a person.
BTW the CIA can grab a cop and make them work with them if needed.
