Michael Douglas gave Mash the plates... Was it implied that Mash would turn sell 'em off on the black market and get rich (like the scenario that Michael Douglas presented just prior to handing them over), or should we assume Mash did the honest cop thing and turned them into authorities?

Mas took the plates and in a bit of irony, took over as head of the Yakuza (or whichever gang he and Conklin just took down).
