My vote for the funniest criminal on the show COPS was from the "Las Vegas Heat" special edition episode from Season 17 where an intoxicated suspect got arrested for jaywalking, he was walking around with women's clothing, plus he also had a couple beer cans in his pants, the suspect also claims he has a fetish for women's clothing.

The guy screaming in the bushes in Spokane County in season 26 who made weird statements like "Obama is my best friend".
I remember all of these episodes you mentioned, I remember the dwarf guy appearing in two Las Vegas episodes, he cracked me up in both of them.
I remember the guy in the screaming bushes in Spokane Valley (that's the actual town for the area east of the city of Spokane) was quite a character, he reminded me somewhat of a guy who I used to know back in the early/mid 2010's.
Another episode where I thought the suspect was hilarious was the drunk guy who wet his pants at a bar in Cleveland, Ohio (Season 6)
I agree he was funny in both and even Rosenthal thought he was interesting.
I didn't know you knew a guy who was similar to the guy that screamed in the bushes. He must have been strange. I wouldn't be surprised if the suspect might have been on meth, as people who are on the drug tend to act strangely.
I haven't seen that Cleveland segment you mentioned yet.
The guy I knew had a learning disability and had a really bad temper, that's why he reminded me so much of the guy screaming in the bushes, he also does have a very kind, loving personality.
I liked the segment where he was doing flips and climbing up a pole more than the one where he claims it was Christmas, you can tell Rosenthal was trying not to laugh while dealing with the dwarf.
I totally recommend watching the Cleveland segment with the drunk guy, he claims he's been captured by the Germans during World War II.
I laughed too at the midget doing flips and climbing the pole. At least Rosenthal helped him find a job which I liked.
The Cleveland drunk guy actually said he was captured by the Germans? That's very funny.
Yep he was while being detained by the police, he was an elderly drunk, while the police did take him to jail they never put him in handcuffs which surprised me, I don't think they could get away with that today, he was also yelling out "D-DAY!" as well as "I've been captured by the Germans".
The episode is from Season 6, Episode 32 on the last segment, they did two calls on the last segment and it's the second call on that segment, you can find it on Dailymotion.
I think I might have seen that segment before in one of the season 14 "Best-of episodes". I'll have to go on Dailymotion to confirm.

shareI can't remember how much of the segment appeared on "Naked Cops", I remember the original segment being a 2 parter, the first story was them apprehending 2 car thieves, the second story which is longer was the drunk at a bar.
Another criminal who I thought was funny was the guy who got arrested for driving under the influence and he also had a marijuana joint (back when it was illegal) sticking out of his ear, this was from Fresno, California (Season 9)
I know it showed him at the bar and him getting arrested and put in the patrol car, but I'm not sure if they showed his funny comments or not.
That Fresno segment was humorous too. It was really interesting that the suspect had no clue but the officer pulled the joint out and the suspect was like, oh there it is. I heard the officer died a few years after the segment was filmed.
That's too bad about Keith Gray passing away a few years later, I liked him and his sense of humor, I'm not sure if he appeared in more segments or not.
The drunk was also yelling "GERONIMO!" repeatedly, I also remember him saying "where the "F" we at".
That's a shame. He seemed like a very funny and overall cool guy.
shareI remember the guy with the marijuana joint sticking out of his ear was the second story in the first segment, the first story in that segment was where they did a traffic stop on a 16 year old boy and they found alcohol, marijuana and a firearm in his vehicle, the suspect asks if they could call his dad to come get him instead of them taking him to jail! I remember the officers thought that was funny, I know if I were 16 years old and if I was in that boy's situation my parents would be the last people I want to see! Plus the 16 year old boy claims he was going to the fair with a gun in his possession!

Another criminal I thought was funny was the one from Cleveland, Ohio (Season 6) where a middle aged guy got arrested for domestic violence (assaulting his wife), he was intoxicated and has a major accent and the way he was talking was hilarious, he also didn't seem to feel any shame for what he has done either, even the officers claimed that he was a knucklehead.
I hope he got scared straight too.
I don't know if I'd call the Cleveland one funny but it seems like I don't have any empathy considering he had no shame for what he did.
I normally wouldn't find these type of criminals to be funny but for some reason there was something about him that cracked me up, then again he reminded me of one customer I used to deal with that is very self entitled, thankfully I haven't seen him for at least a year.

sharePossibly, another episode where I thought the suspect was funny was the one from Los Angeles (Season 7) where a guy got arrested for public intoxication and his mother was also having problems with him, at the end of the segment they show the suspect inside a jail cell pretending to be a police officer arresting a criminal, I wish I can find that episode online.
shareAnother criminal who I thought was funny was the drunken patron at a bar in New Orleans (Season 17) where he was performing kung fu moves while being questioned by the police, the way he acted reminded me of a classmate who would throw temper tantrums in school, especially the scene where he was speaking gibberish, of course he is constantly getting sprayed with mace but seems to have little effect on him.
shareThat was one of the funniest segments too. I laughed the most when he bangs on the bathroom door and starts yelling nonsense and how he freaks out right before he fights with police. That was a classic right there.
shareI thought it was hilarious seeing the suspect yelling nonsense along with him banging on the bathroom door, I also didn't have a problem with the police constantly spraying mace at the suspect since he wasn't cooperating with the police, I do wonder if the suspect was also under the influence of something else other than alcohol.

I'm surprised the NOPD didn't try using another weapon like a baton or taser since the mace obviously didn't work at all.
Another criminal who I thought was somewhat funny was the guy from Norwood Ohio who led police on a reckless chase after they tried to tase him. I thought he was funny when the police asked him why he ran. He said, "This is like Gestapo Germany 1940s, the police are telling me they're going to search my car". It was all over small pieces of cocaine. He would've gone home if he was cooperative and didn't start fighting with police during the investigation.
shareI remember that episode and remember being shocked when the suspect drove off after getting tased, it never ceases to amaze me that he could even drive after getting tased, I remember the Gestapo Germany comment and he definitely made it worse by running, I do notice a lot of drug users don't tend to think rationally at times.
