Sorry, I'm not buying it. Genes are part of the behavioral equation. Not the only part, but they are part of it. Fair or not, that's just the way it is. We have to work with the cards given to us by nature. There's no such thing as a purely "clean slate" when it comes to personality.
I do think there is some form of free will, but to deny the body's and brain's (genetic creations) effect on our mind and personality is really ignoring logic. Of course it's an influence as much as environment. In fact it's part of the "environment".
I do think the Doctor was being a little harsh though. Most likely he was just bitter that his "creation" didn't turn out perfectly. I think the "crap left over" wasn't entirely true, it wasn't what he expected out of the experiment so he was angry of the "mistake". That and the one of the dads said he was a d/h to begin with.

Lions, zebras, and hyenas live in the same "environment", and they have for a long time. All Darwin's theory states is that the random gene variations will be weeded out if they cannot survive a certain environment. It doesn't say that every creature in the same environment will turn out exactly the same. Genes are the ruling principle in how a creature turns out.

That's just ludicrous. Darwin's theory says that environment "selects" against organisms. Environment has no influence on the organisms in question, who's characteristics are based entirely on genetics.
"Socialization" didn't make Julius tall and handsome, and Vincent short and bald.
