What was with Ali saying that? I don't get why she would take her bikini top off and basically challenge him to do it then act surprised when she gets wet. What was her reasoning behind that? Did she just want to show off her boobs?

Yes, she wanted to show off her boobs. She wanted to get Sean's attention as she was jealous that he was spending time with Molly. Ali had to make it look like it wasn't planned. She was desperate. Lol.
