I was kinda confused when Angela said that line. In the original which she was referring to, it was Billy who got drowned. She was talking about "a boy she liked" and that "she drowned him". From what I remember, she didn't like Billy, she liked Paul, and she cut his head off!

It was Kenny who Angela drowned,not Billy.

Actually she was talking about how TC didn't like her and she compared him to Kenny, who she drowned.
