Was CAROL ANNE supposed to be younger than Heather O'Rourke?

Heather was 12 at the time. I felt that CAROL ANNE still acted like a toddler. Also, look her pijamas.

The character of Carol Anne was younger than Heather in part 2 - Heather was 9 and the character was 6/7. I'm not sure about this movie, Heather was 11 when they shot it but Carol Anne has a speak and spell which is for like 5 year olds and wears footsie pyjamas. I think the character was supposed to be about 10 and the dialog they gave her wasn't really bad or babyish but a kid that age wouldn't have a speak and spell.

Poltergeist 2 was only supposed to be 1 year after the original per dialogue Stephen says when they are talking about the house insurance.

We don't know how long after 3 is from 2 so it's kind of hard to date.
