What has more complex animation than Akira?

This is often held as the high water mark. I know some people disagree. What has "better" animation as best can be determined?

Ghibli's stuff in my mind is held as the best for many people, but I think Akira is technically better both in frame rate and just literal detail in the world. There's some stuff like 5 cm/s and Children Who Chase Lost Voices, which both look great, but again as far as just fluid movement and complexity I think Akira is more detailed. There's also other high quality animation like Ghost in the Shell 1 + 2, Summer Wars, Paprika etc. but none of it is quite on the level of Akira. There's either extensive CGI work which is a bit different, or the animation has more dead points where it goes completely still, even if the CGI behind it is always moving.

The closest I can think of is actually 2006's Tekkonkinkreet. Very detailed animation, and a very unique and varied look as well.

Take a look at just about anything by Bill Plympton, particularly his 1992 feature 'The Tune'. 'Akira' is not really complex animation, but it is incredibly meticulous.

Ghost in the shell is more visual I would say personally.

I think it depends on your criteria. If you've never seen it, the quality of some of the scenes in Venus Wars is quite good, with a mind bending amount of debris and action filling up some frames.

Having said that... I truly believe Kaneda's bike slide away from the camera is the coolest thing that's ever been drawn by hand. :-)

Cowboy Bebop has amazing animation.

Redline (2009) has some very good hand drawn animation for a recent film, and there are some top notch action scenes in End of Evangelion, asuka's fight scene in particular.
