Will it be made? No, or at least not until a time where either the studios feel that:
A) Western audiences would flock to see it in droves despite an all asian cast.
Or
B) An expected return from international box offices that would offset any domestic failure (similar to the Transformers franchise at the moment).
If you want to make a really good live action, Hollywood produced "Akira" film it'd have to be budgeted somewhere in the area of 150-200 million just for production. So after marketing, promotion and whatever else, they're looking at an investment of 300-400 million.
Good luck finding a studio willing to sink that budget into an all asian casted film with practically no name recognition in the west.
