Aside from the film, it's subject, quality or anything.
Jodie Foster's wig (I think it was a wig) the short hair cut, is bad. I know it was the 80's but it was a bad choice.

I think it was a character / plot choice

she was in so much anger/distress she had to change something about herself

thus, her bad choppy hair
