Haven't watched all of 17 AGAIN, but it's probably neither. The title and adult turning into a teen seem to be the only major similarities. It's probably no more a remake than VICE VERSA.

I would not call 17 Again a prequel. It was just borrowing the idea that was done back in the late 80's or from Freaky Friday to be honest with you.
