The 360 number comes from taking each individual cartoon. Bascially each 7 minute short would be considered an episode. They are counting episodes as being half-hour blocks as they appear on TV. So each "episode" would consist of 2 Garfield cartoons and 1 U.S. Acres.
There are {I believe} 121 half-hour episodes of the show. So the way it will work is that four sets will contain 24 episodes {each being 1/2 hour} and one set {probably the last} will contain 25 episodes.
As for the hard to find cartoons, those are scattered throughout the series and they are the ones that weren't picked up by syndication. In some cases they haven't been seen since the originl airing of the show on CBS in the late 80's through the mid 90's.
So don't worry, EVERY episode should be out and if you need more info I highly suggest checking out tvshowsondvd.com. They are very reliable and good for information ahead of time.
