Not really.
But its typical of Cannon's ruthless penchant for budget cuts that they chose an unknown non actor to play the villain. The unlikely named Mark Pillow, a blond beefcake Lundgren lookalike guy from the North of England. His voice was even dubbed by Gene Hackman.
And he was the second incarnation of the character. In cut footage (some of which showed up on a late dvd release), the first unsuccessful Nuclear Man was played by British actor Clive Mantle...as a kind of gurning simpleton...

I am absolutely not joking when I say this, but I believe that Mark Pillow was a Chippendales performer just prior to being cast as Nuclear Man. Again, I am being dead serious.

I don't understand why they simply couldn't use Bizarro since that's obviously what they were going for with Nuclear Man (i.e. an evil clone of Superman).

Had they used Bizarro formally, I don't know if that would've meant that Christopher Reeve would've played him (which makes logical sense since again, Bizarro is an "imperfect" clone of Superman). It admittedly, would be kind of redundant to have Reeve once again play an evil variation of Superman after what we saw in the third movie.

Why do you capitalize so randomly? Use capital letters for names and the letter 'i', so it becomes the word 'I'. Your post doesn't make sense without these changes, and is insulting to Dolph.
There is a resemblance - Dolph's character in Rocky IV was a big, blonde, muscular russian, and this guy looks like that guy with longer hair.
Even the acting is on par.
