You could say it was a sign of the times. According to Ruthless Reviews, there was homoeroticism in 80s action films. So it is not surprising in this film.

I think it's true that action films of the 80s were the gayest going. But I never once thought of Killian as being gay. He's in the entertainment business, mixing with a lot of 'luvvies', and the language rubs off. Personally I thought you didn't get much gayer than Dynamo.

If you look at the Public attitude/perception of Homosexuality in the Early 80s I think they might have played it up, as an implication of the 'Decadence' of the new society... It's not so much that prefer it as they have the power to demand it. Submission in all things.

No, I don't think Killian was intended to be gay. I think he was intended to be smarmy. He didn't act so much effeminate as he did, effete, arrogant.

The bigger the government, the smaller the citizen.

He just had that ‘glamorous’ media vibe but wasn’t effeminate enough to be gay. You could imagine him getting blown beneath the desk by his secretary etc.
