Why is Dutch so sure that "Hoppa" was skinned alive?

Any idea?

Because it sounds more dramatic and the dialogue flows better?
Because he's a bit shook up by it and is unconsciously embelishing the facts?

Having not skinned anyone myself, let alone both alive and dead, I'm not aware of any particular differences betwixt the two that would be evident hours after the event...

This!

There's no real way that he could have known for sure that Hopper and his team were skinned alive and from what we saw later in the film and in P2 he was probably very much dead before being skinned. But he was making a strong point to Dillon about being used, so it's probable that he'd embellish the facts to further his point.

His dog tags were at the scene of the skinned bodies

He wasnt sure. He just assumed the worst and was basically saying he didn't just disappear to counter dillons lame excuse that he had no choice about sending in dutches team expendable etc and all that outrage.

Because he found skinned people hanging up and in a pile underneath them he saw hoppers dog tags. Kind of make sense it’s probably hoppy hung and skinned
