If Del's wife is dead why did Del need to rent a car? He had nowhere to go.

Because he was trying to get Neil home and wanted to help him out.

How did he know Neil wouldn't get a real car and lose his rental agreement? Is he Santa Clause?

I always felt Del assumed that's where Neil is gonna go after they've departed.

They answered it in the movie. There are no flights until after the holidays due to it being Thanksgiving and the weather caused massive delays/cancellations. Del has no home so he lives in Hotels/On the Road. He can't get a flight anywhere so he rented a car to go where ever he wants to go next. He just go lucky and ran into Neil; Neil had already told Del he didn't want to keep traveling so I think it was just a coincidence he ran into him.

He was going to Chicago anyways (thus the reason he was on the plane at the beginning).

I always just assumed that was where his next assignment was.
