Except the Gill-man WAS shot by guns in the original film, and even completely lit on fire. If you count the sequel as being canon, he survived being shot many times at close range, which suggests that he has some form of regeneration, since no normal animal would heal easily from that.
Overall, he shouldn't have been killed so easily by the shotgun. Instead, what would've been better, is if they shot him, thinking he was killed, only for him to get back up while Horace runs away in terror at first, with the other two kids running back into the store. At this point, the creature begins to go after the other two kids, and Horace looks back, realizing they need his help, and seeing the cop car, decides to get in and drive it into the Gill-man, ramming him into the store.
Would've been a lot better if you ask me. Gives Gill-man more screen-time, wouldn't have been too much extra filming, and it wouldn't have been as lame.
